Why the same whisky costs differently across Indian states

Cross from one Indian state into another and the price of the same whisky can change sharply. That is not a shop being greedy. Each state sets its own taxes and its own rules for how liquor reaches the shelf.

Alcohol is a state subject

Under the Indian Constitution, the power to tax and regulate alcohol for human consumption sits largely with the states. Alcoholic liquor for human consumption is also outside GST. So each state sets its own excise duty and charges its own VAT or sales tax on top.

That gives the same bottle dozens of different tax treatments across the country. Each state also changes its rates and rules regularly, usually in its annual excise policy. Any comparison you read can go out of date within a year.

The layers between distillery and shelf

The price on the shelf is built in layers:

  • The producer's ex-distillery price, or the landed cost for an imported bottle.
  • State excise duty, often charged per litre or by price slab.
  • Fees for label registration, brand registration and transport permits.
  • Wholesale and retail margins, sometimes fixed by the state.
  • VAT or sales tax, usually charged on the total of everything above.

Because tax is often charged on tax, a small difference in the base duty can grow into a large difference at the shelf.

Who sells it changes the price too

States also choose different models for getting liquor to you. In some, a state corporation controls wholesale; Karnataka's KSBCL is one example. In others the state runs retail too, as Tamil Nadu does through TASMAC shops and Kerala through Bevco outlets. Elsewhere, private shops hold licences won through auction or lottery. The cost of that licence is recovered through margins.

Each model changes who takes a margin and how big it is. Our guide to whisky route to market in India walks through the chain in more detail.

Why the same bottle is cheaper across a border

Lower-tax states and union territories become shopping stops for travellers from higher-tax neighbours. Goa has long had a reputation among travellers for lower shelf prices.

Carrying that cheaper bottle home is another matter. Most states limit how much liquor you can bring in from another state. Some forbid it entirely. Prohibition states such as Gujarat and Bihar have strict rules on possession. Bottles are often labelled for sale in one state only. Check the current rules of both states before you pack anything. They change. The penalties can be serious.

Why brands sometimes vanish from one state

Each brand and each label usually has to be registered with each state's excise department, often every year, along with its approved price. If a registration is delayed or a price dispute drags on, a brand can disappear from shelves in one state while staying on sale next door.

That is why a favourite bottle sometimes goes missing for months and then reappears, occasionally at a new price. It is usually paperwork, not supply.

Imported whisky carries one more layer

Imported whisky adds customs duty at the border before any state tax is applied. The industry distinguishes between whisky bottled at origin, which arrives in its final bottle, versus whisky shipped in bulk and bottled in India. The two are taxed differently, which is one reason the same brand can come in at different prices depending on where it was bottled.

Central customs rates also change with budgets and trade agreements, so imported whisky prices can move even when the state's own excise is unchanged.

The MRP is set per state

Bottles sold in India carry a maximum retail price for the state they are sold in, usually printed or stickered on the label. The same whisky carries a different MRP in each state. Many states also add an excise label or hologram, increasingly with a code you can check.

Shops should not charge above the MRP. If one does, keep the bill and contact the state excise department or the consumer helpline. Our guide to the Indian whisky market explains the categories you will see on the shelf.

Price is not a reliable guide to quality across state lines. A bottle that feels expensive in one state may be the same whisky, from the same cask, that sells for far less next door. Tax is doing most of the work.

Judge a whisky by what is in the glass, not the number on the sticker. That is easier said than done. It is also a skill you can train.

Check your own state's numbers

Pick one whisky you buy regularly. Note the MRP on the label and look up your state's current excise policy on the excise department's website. Then, next time you travel, note the MRP of the same bottle there.

Two numbers side by side will teach you more about Indian liquor taxes than any article. Do not carry bottles across the border without checking the rules first.

Common questions

Why is whisky cheaper in some Indian states?

Each state sets its own excise duty, fees, margins and sales tax on liquor. Alcohol for human consumption is outside GST, so there is no single national rate.

Can I carry whisky from one state to another?

Most states limit the quantity you can bring in and some, including prohibition states, forbid it. Check the current rules of both states before you travel.

What should I do if a shop charges above MRP?

Keep the bill and report it to the state excise department or the consumer helpline.
