Annual licence renewals for Indian breweries and how to plan them

Every Indian brewery holds a stack of licences, approvals and certificates, each with its own renewal date and authority. Missing one can stop production or sales. Here is how to turn renewals from a recurring scramble into a calendar.

Why renewals go wrong

Most breweries do not miss renewals because they do not care. They miss them because the documents sit in different places, the dates are spread across the year and the person who handled the last renewal has left. A renewal that needs an inspection, a fresh certificate from another department or a reconciled stock register cannot be done in the last week.

What typically needs renewing

The exact list depends on your state, your type of operation and your premises. A typical brewery or brewpub may hold some or all of these:

  • Excise licence for manufacture and sale, often renewed each excise year. Many states align the excise year with the financial year, but not all.
  • Brand or label registration for each beer, which in many states must be renewed periodically.
  • FSSAI licence, which can be issued for one to five years. See our guide to FSSAI rules for beer.
  • Pollution control board consent to operate.
  • Fire safety certificate for the premises.
  • Municipal trade licence and, for a brewpub, restaurant and eating house permissions.
  • Legal metrology registrations and verification for measures where they apply.
  • Boiler or pressure vessel inspections if your plant uses equipment covered by state rules.
  • Shops and establishments registration and labour registrations.

Treat this as a prompt, not a checklist for your state. Rules and fees vary and change. Confirm your list with a licensing consultant.

Build a compliance register

Make one spreadsheet that every senior person can see. For each licence record:

  • Licence name and number.
  • Issuing authority and contact.
  • Issue date and expiry date.
  • Documents needed for renewal.
  • Typical lead time, including any inspection.
  • The person responsible and a backup.
  • Where the current certificate is stored.

Set reminders at 90, 60 and 30 days before each expiry. Ninety days sounds excessive until a renewal needs a fire certificate that itself needs a fresh inspection. Our brewery compliance checklist is a useful starting list.

Prepare the documents early

Most renewals ask for the same core set: the current licence, proof of fee payment, premises documents, identity and authorisation documents for the signatory and evidence that dues are clear. Excise renewals often depend on reconciled stock and production registers. If your registers have gaps or unexplained differences, renewal becomes an argument. Keep them reconciled monthly, not just in March.

Keep scanned copies of every current certificate in a shared, backed-up folder, named consistently. Keep originals in one physical file. Inspectors and banks both ask for them.

Sequence the dependencies

Some renewals depend on others. A licence may need a valid fire certificate, which may need an inspection, which needs fire equipment serviced and records up to date. Map these chains in the register so you start with the item at the bottom. Many breweries schedule fire equipment servicing, pollution control monitoring and equipment inspections a few months ahead of the main excise renewal for this reason.

Use renewal season as an audit

Renewal is a natural moment to walk the site as an inspector would. Check that displayed licences are current, records are complete, safety equipment is in date and the premises match what the licence describes. Our guide to preparing a brewery for inspection has a walk-through. Fixing gaps before an inspection is cheaper than explaining them during one.

When something has already lapsed

If you find a licence or certificate has already expired, act the same day. Contact the issuing authority or your consultant to find out what is needed and whether late renewal is possible. Stop any activity the lapsed licence covers until you have advice. Document what happened and when you found it. Then add the item to your register so it cannot happen again. Penalties and procedures vary by state and authority, so do not guess.

Budget for it

Renewal fees, consultant fees and the cost of certificates add up and often fall in the same quarter. Put them in the cash flow forecast at the start of the year so they do not collide with a big malt order. Our guide to the microbrewery licence in India covers the initial application, which shapes what you must keep renewing.

Compliance is one strand of running a brewery as a business. Cash flow, staffing and planning are the others. They all touch the same calendar.

Common questions

When are excise licences renewed in India?

Usually once a year in line with the state's excise year, which in many states follows the financial year. Check your state's current notification.

How early should I start a licence renewal?

Aim to start at least 90 days before expiry, especially where the renewal depends on an inspection or another department's certificate.

How long is an FSSAI licence valid?

FSSAI licences can be issued for one to five years, depending on what the business applies and pays for.

Do I need a consultant for renewals?

Not always, but a licensing consultant who works in your state can confirm what applies to you and spot changes in rules early.
